Old Lyme Board of Selectmen
Regular Meeting Friday, April 22, 2005  APPROVED

The Board of Selectmen held a regular meeting at 4:00 P.M. on Friday, April 22, 2005 at Memorial Town Hall Auditorium.  First Selectman Timothy Griswold, Selectman Skip Sibley and Selectwoman Bonnie Reemsnyder were present.

Approval of Minutes:  March 21, 2005 and April 4, 2005
Selectwoman Reemsnyder made a motion to approve the minutes of March 21, 2005.  Selectman Sibley seconded the motion.  SO VOTED.  Selectwoman Reemsnyder made a motion to approve the minutes of April 4, 2005.  Selectman Sibley seconded the motion.  SO VOTED.

Communications:
Secy of State Bysiewicz – Firefighter Public Service Awards Ceremony
Secretary of State Susan Bysiewicz extended an invitation to the Board of Selectmen to attend the State’s Fifth Annual Public Service Awards Ceremony on June 20, 2005 at         10:00 A.M. at Davidson Hall, Central Ct. State University.  This ceremony will honor volunteer firefighting teams, fire police, EMTs, MRTs, paramedics, firefighters, cadets and explorers from the five congressional districts.  

Appointments:
Adelphia Advisory Council – John Alexander (R) - 2 Yr. Term to Jun 05  
John Alexander has agreed to fill the vacancy on the Adelphia Advisory Council for a two-year term ending in June, 2005.  Selectwoman Reemsnyder made a motion to approve John Alexander for a two-year term to the Adelphia Advisory Council ending in June, 2005.  Selectman Sibley seconded the motion.  SO VOTED.

Old Business:
Abandonment of a Portion of Ben Franklin Road
First Selectman Griswold spoke with Dr. & Mrs. Cook who own land along a portion of Ben Franklin Road that is to be abandoned. They expressed an interest in having access to their property from the abandoned road.  Town attorney Marylin Clarke will advise the Board on this matter.  Selectman Sibley would like a recommendation from Planning before proceeding further.

b.  Lyme Street Reconstruction Project - Update  
First Selectman Griswold stated that an article on the Lyme Street project will appear in the Sunday, April 24the newspaper to inform the public that, during the rest of the large construction, Lyme Street from the Congregational Church area to the Center School driveway will be one-way northbound.  Lyme Street will be two-way from the top of the street to the Center School driveway to facilitate buses and others going to and from the school.  The major inconveniences will be out of the way by May 14th.  

c. Town Woods Field House – Update
It is estimated that the town will have a Certificate of Occupancy for the Town Woods field house by mid-May.

Sound View Village District – Update
The Zoning Commission has received the new SVVD regulation. Selectman Sibley is waiting for a response to a memo he sent to Zoning requesting a date for a meeting before holding a public hearing.  The new SVVD regulation will go before Planning on May 12th at 7:30 P.M.  Selectman Sibley also reported that the Federation of Beaches annual meeting is scheduled for April 30th and Chairman Dennis Melluzzo requested that Selectman Sibley attend the meeting to give them an update on the SVVD.  

e.  Jadon Drive Bus Barn - Discussion  
A meeting to discuss the Jadon Drive bus barn was attended by First Selectman Tim Griswold, Selectwoman Bonnie Reemsnyder, Director of Health Dr.Vijay Sikand, Sanitarian Ron Rose, and Superintendent David Klein. Discussion centered around the up-coming five-year bus contract as well as the dangers of diesel fuel exhaust for the bus driver, students and residents of Jadon Drive.  One solution to be investigated is the installation of a filter system for each bus.  David Brown and Mr. Battista, specialists in diesel fuel, offered their services pro bono to look into the situation.   

f.  Town Budget Hearing-7:30 PM Mon, Apr 25, 2005 Middle School Auditorium
First Selectman Griswold reminded the public of the town budget hearing at 7:30 P.M.
On Monday, April 25, 2005 at the Middle School Auditorium.

New Business:
George James – Possible Open Space Acquisition
George James presented a resolution from the Conservation Commission in favor of the acquisition of 40 acres ringed by Stone’s Ranch military reservation and located in the Old Lyme greenbelt. Aria LLC purchased the property but wetlands prevented it from being divided into lots.  Mr. James spoke of other potential land in that area that may be acquired for open space in the future.  First Selectman Griswold suggested that Planning consider this acquisition followed by the Board of Selectmen making a recommendation to the Board of Finance.  A town meeting would be scheduled for approval.  

CRERPA Recycling Coordinator Funding – Proposal
First Selectman Griswold will propose to the Board of Finance that Old Lyme contribute its fair share to the recycling coordinator fee in the amount of $2,139 since Old Lyme has benefited from the Household Hazardous Waste program conducted at the facility in Essex.

Old Lyme Fire Dept. – Budget Requests
First Selectman Griswold reported that he was contacted by the Old Lyme Fire Dept-ment concerning several items that will affect their budget.  The generator at the Lyme Street firehouse cost $7,751 more in order to fulfill requirements, thereby, increasing the cost from $28,000 to $35,571.  To help pay for this, the fire dept is proposing to reuse valves on the existing air bottles and will postpone the floor painting budgeted for $3,500.     Also, the transom on the Zodiac boat is separating from the hull and the repair is estimated at  $1,000. A one-year old boat could be purchased for $3,500 instead of fixing the old one and the old boat could possibly be sold for $500 to $1,000. The OLFD was approved for a 90% Federal grant to purchase radio equipment.  Of the total cost of $115,000, the grant will pay $103,500 and the OLFD must pay $11,500.  The town’s share was not budgeted and the OLFD is funding it at present. These items will be presented to the Board of Finance.   

d.  Connie Pike – Top School Volunteer in Connecticut
The Board congratulated Connie Pike who received recognition as Top School Volunteer in Connecticut.  Connie has also received Old Lyme Citizen of the Year award.

Public Comment:

Other Business:
First Selectman Griswold received a request for an easement on town property to bury a 30,000-gallon fiberglass water tank on Lord’s Meadow extension.  This would be used as a reservoir for the 10-lot Lord’s Woods subdivision planned by Dr. Bassam Awwa and possibly for Lord’s Meadow and Jericho Hill.  Selectman Sibley ased if the town had to take ownership.  He would prefer the party installing the tank be responsible for any future problems.  First Selectman Griswold said it could be stated that the town would agree to the easement provided that the town is indemnified from the ongoing maintenance or replacement costs.  Selectman Sibled added that, in case of an emergency, the town fire department should have access to it.  Selectwoman Reemsnyder made a motion to put this topic on the agenda today.  Selectman Sibley seconded the motion.  SO VOTED.

First Selectman Griswold made a motion that the Board of Selectmen would permit the installation of a 30,000-gallon tank on town property alongside the Lord’s Meadow extension provided the developer, homeowners association, or owner of Lord’s Woods be responsible for maintenance and replacement of the tank and that the Old Lyme Fire Department would have access to it at all times. Selectman Sibley seconded the motion.  SO VOTED.

The next Board of Selectmen’s meeting scheduled for Monday, May 2, 2005 has been canceled.

Selectman Sibley made a motion to adjourn the meeting at 5:55 P.M.  Selectwoman Reemsnyder seconded the motion.  SO VOTED.
